PICF, the joint-programme for Fraunhofer and Carnot Institutes
Context of the programme
- 2005: Major changes in the French research landscape. In order to foster applied research, the Agence Nationale de la Recherche (ANR) is founded, partly inspired by the German Deutsche Forschungsgemeinschaft (DFG). To develop the applied research, the label "Institut Carnot" is created, inspired by the German Fraunhofer Institutes (FhI).
- 2005: Following the decisions taken during the 2nd French-German Research Forum, a Fraunhofer Employee is delegated to the French Ministry for Research.and later on to the ANR. First idea to set up Carnot internal programs (open for cooperation with Fraunhofer) based on the model of Fraunhofer internal programmes.
- 2007: ANR and the German Ministry for Education and Research (BMBF) launch an open call for Carnot and Fraunhofer Institutes (P2IC). Five projects are started.
- 2007: During a Workshop in Marne-la-Vallée, French and German scientists from Carnot and Fraunhofer develop the basis of the Carnot-Fraunhofer strategy and define the scope of potential cooperation projects.
- 2008: During the 3rd French-German Forum, it is decided to set up a working group to create a bilateral joint-programme. A cooperation framework agreement is signed between Fraunhofer and the Association des Instituts Carnot (AiC).
- 2008: A Memorandum of Understanding between BMBF and ANR is signed to create the joint-programme: the Programme Inter Carnot Fraunhofer (PICF). The first call of the programme is launched.
- 2009: 11 projects of the first call start. The second call of the programme is launched.
Funding and management partners
Cooperation Partners adressed by PICF
PICF funds only the Carnot and Fraunhofer Institutes. Nevertheless, third parties can be part of the consortium, to theextent that they provide their own funding to the project.
